Palatka is the county seat and the heart of Putnam County, and it did not earn the nickname the Azalea City by accident. The older neighborhoods near the historic district sit under a heavy canopy of live oaks, and live oaks are evergreen, so they shed a little all year instead of dropping everything at once.
